To encourage its members to make an entire and efficient census of the R & D needs of SME's.
To encourage SME's through their co-perative research organisation, to collaborate at European level.
To help European co-operative research centres to work together by informing them about the expertise and the capabilities of the network, and by setting up more European branch-oriented associations.
To forecast the technological developments and inputs needed by traditional industrial sectors.
To support the creation of co-operative research structures where they do not yet exist.

3) Noch mehr die Aufmerksamkeit der KMU lenken auf die Notwendigkeit von F+E sowie auf die Vorzüge und Vorteile einer kooperativen Forschung als Mittel, um dem diesbezüglichen Forschungsbedarf gerecht zu werden.
Anreiz für die Mitglieder, ein vollständiges und wirksames Inventar des Forschungsbedarfs der KMU zu erstellen.
Förderung der KMU, über ihre kooperativen Forschungsorganisationen auf europäischer Ebene zusammen zu arbeiten.
Hilfe zur Zusammenarbeit der europäischen Forschungszentren durch deren Information über den Sachverstand und die Kapazitäten des Netzwerkes und durch die weitere Errichtung von branchenorientierten Vereinigungen.
Vorausschätzung technologischer Entwicklungen und des Bedarfs an Beiträgen für die traditionnellen Industriebranchen.
Unterstützung des Aufbaus von Strukturen für die Kooparative Forschung überall dort, wo diese noch fehlen.
